What is Digital Life Certificate?

The Digital Life Certificate also referred to as “Jeevan Pramaan“, is a biometric-enabled digital service introduced by the Government of India in 2014 to guarantee timely pension payments without the traditional bureaucratic obstacles. It uses the Aadhaar platform for fingerprint or iris scanning to authenticate the pensioner’s identity. The newest version of Campaign 3.0 makes pensioners’ lives easier by using the latest technology in digital and biometric ways.

  • Doorstep Services: Super senior pensioners (80 years and above) can submit their DLCs from the comfort of their homes, with doorstep delivery of services.
  • Collaboration: All Pension Disbursing Banks, CGDA, IPPB, UIDAI, and Pensioners’ Welfare Associations are involved in implementing the campaign.
  • Eligibility for Digital Life Certificate 3.0: Pensioners receiving pensions from various government agencies and institutions can use DLC 3.0 to authenticate their status digitally. Requirements generally include valid identity documentation, biometric verification capability, and access to a compatible device.

How to Participate or Register for Digital Life Certificate Campaign 3.0?

  1. Download the Jeevan Pramaan App: Available on Google Play Store.
  2. Operator Authentication: Must enter your Aadhaar number, mobile number, and email address.
  3. OTP Verification: Verify your contact details using OTP.
  4. Face Scan: Scan your face for authentication.
  5. Pensioner Details: Follow the instructions on the portal to create a new account or log in and fill up your pension details and submit the form.

Success and Impact

The previous DLC campaigns have been highly successful, with over 1.47 crore DLCs generated in 2023. The 2024 campaign 3.0 aims to build on this success and ensure that pensioners, especially those who are bedridden or incapacitated, can easily submit their life certificates.
